Development of the Super Hi-Vision HEVC/H.265 Real-Time Encoder

This paper introduces the world's first Super Hi-Vision (SHV) real-time encoder incorporating the HEVC (High Efficiency Video Coding)/H.265 scheme. — A test broadcasting using the SHV HEVC codec is scheduled for 2016. HEVC is the newest video coding standard, and is capable of achieving approximately twice the level of compression of the existing AVC (Advanced Video Coding)/H.264 scheme. Its coding performance is expected to be particularly high for SHV videos, especially due to extended block partitioning. — In this paper, we describe the fundamentals of HEVC and its suitability for high-resolution videos such as SHV. We also introduce the specifications of the developed SHV encoder and its approach to achieving real-time processing. Finally, the results of image quality evaluation are presented, which confirm that the newly developed encoder can achieve a higher image quality than a conventional SHV AVC encoder.
