Dynamic Rate Control Technologies Enabling Priority Based Bandwidth Allocation for IP News Gathering Network

In this paper, we propose an IP based news gathering network where terminals share bandwidth. Seamless route connection of IP networks and dynamic bandwidth allocation enables speedy and accurate coverage. We developed a new TCP that considers transmission priority. The TCP allocates bandwidths at an appropriate utilization ratio with consideration of their priority while the conventional TCP allocates bandwidths equally among TCPs in the common path, and this protocol maintains backward compatibility with the conventional TCP. We evaluated the technology by performing transmission experiments and proved that file transferring traffic share network bandwidth reflecting the operation of bandwidth allocation.
