W. Y. Zou, K. Ellsworth, J. A. Kutzner, P. J. Hearty

This paper describes the analysis and subjective testing of broadcast-quality compressed video conducted by the Public Broadcasting Service (PBS) and the Communications Research Centre's (CRC's) Advanced Television Evaluation Laboratory (ATEL). To fulfill the program objectives, a novel approach to test preparation and conduct was adopted. New methodology was employed in the development of a reference model and in the selection of test material. The tests were conducted under controlled viewing conditions, using internationally recommended methods. Statistical analysis was performed on the test results, and observations and conclusions are given based on those results.
