NTSC Field Rate Consideration in a DTV Simulcasting Environment: A Study Report
As defined in its notices of proposed rule-making, the FCC has made it clear that digital television (DTV) service will be implemented through a process of simulcasting with NTSC. The Grand Alliance HDTV system is being designed for both NTSC field rate 59.94 Hz and 60.00 Hz. The motivation for the use of NTSC field rate is to facilitate simulcasting as the new service is being introduced. This study investigates the possibility of transmitting NTSC at 60.00 Hz. By making assumptions and examining the potential impacts on existing consumer products as well as professional equipment, our study concludes that keeping the 59.94-Hz field rate for NTSC operation can avoid any potential adverse impact. By using commercially available equipment, 60.00-Hz HDTV programs can be down-converted to 59.94 Hz for simulcasting with HDTV.
