This paper describes the development of a 525-line progressive scan (525P) digital broadcasting system, which provides cost-effective high-picture quality service. A 525P digital broadcasting system prototype has been realized conforming to the digital broadcasting standard via communication satellite (CS) in Japan, using Motion Pictures Experts Group-2 (MPEG-2) video coding technology Main Profile at High-1440 Level (MP@H14L). This is the first implementation of a realtime MPEG-2 encoder and an integrated receiver decoder (IRD) for 525P. As an interface for the 525P encoder, an MPEG-2 multiplexer was developed as well. Using this system, transmission experiments were conducted via CS and verified technical feasibility of high-quality digital broadcasting service at the 525P video bit rate of approximately 9 Mbits/sec.
