Progress Report on Digital Video Standards

The Television Technology Committee of the Society of Motion Picture and Television Engineers established a Study Group on Digital Television in 1974. The Study Group Charter stated in part: “The Digital Television Study Group shall monitor and evaluate the progress of worldwide research and development efforts relating to the digitizing of television pictures and handling of the signal in this form…” The primary function of this Study Group excluded the drafting of recommendations or standards, but rather concentrated on the preparation of tutorial material which could eventually be used by a Standards Committee as a basis for recommending standards. Reports of the activities of the Study Group have been presented to the membership by the Chairman, Charles Ginsburg. The Study Group has studied several subjects including sample rates, conversion from one sample rate to another, number of bits per sample, and acceptable number of cascaded codecs where a codec (coder/decoder) is the combination of an analog-to-digital converter and a digital-to-analog converter.1
