Spectrum Challenges for Broadcasting

Lynn Claudy

Challenging issues increasingly surround broadcasters' use of spectrum. Both new and other existing spectrum users want more and more access to this essentially limited natural resource. And spectrum auctions have become lucrative profit centers for governments. No longer a U.S.-only phenomenon, the challenge to broadcasters' spectrum use is spreading rapidly to other countries that also see dollar (or other currency) signs in the spectrum allocated for broadcasters. Maximizing spectrum efficiency, incentive auctions, proliferation of unlicensed devices, and new spectrum sharing constructs embody a wide range of spectrum challenges for broadcasters.
